Attending Språkkafé is one of the fastest ways to improve because you practise with native Norwegians, not classmates.

Formal classes teach grammar and vocabulary, but Språkkafé (run by the Red Cross, churches, and local libraries) gives you unscripted real conversation. Most are free, weekly, and welcoming to total beginners. Search "språkkafé + your municipality" to find one near you.

Norwegian citizenship requires documented B1 proficiency — plan your norskprøve exam date backwards from your citizenship application.

You can apply for citizenship after 7 years of residency (or 3 years if married to a Norwegian). The B1 norskprøve certificate is mandatory. Book at norskproven.no. Allow time to retake if needed — results take 4–6 weeks.

If you qualify for introduksjonsprogrammet, the stipend replaces salary — treat attendance like a full-time job.

Participants receive a government stipend (introduksjonsstønad) of approximately 2G per year (around 230,000 kr in 2025). Attendance is mandatory; repeated absence without valid reason can result in the stipend being cut.

NorskPluss (norskplus.no) is free, state-funded, and works alongside any class level.

NorskPluss is produced by Kompetanse Norge and covers A1 to B1 with exercises, audio, and videos. It is free for everyone, requires no login, and is available in versions tailored to different first languages. Most teachers recommend it as a daily supplement.

Determine your entitlement status

Contact your municipality's flyktningetjeneste or voksenopplæring office. Refugees and those granted family reunification with refugees have rett og plikt — a legal right and obligation to up to 550 hours of free Norwegian. Economic migrants and EEA workers typically pay for classes (2,000–6,000 kr per course).

Enrol at your local voksenopplæring

Every Norwegian municipality has a voksenopplæring centre. Search "[your municipality] voksenopplæring" to find it. Bring your residence permit, D-number or personnummer, and any previous language certificates. They will place you in the correct CEFR level group.

Set a clear CEFR target based on your goals

A2 is sufficient for daily survival. B1 is required for Norwegian citizenship and expected by most employers within 1–2 years. B2 is needed for university admission or professional roles. Register for the norskprøven at norskproven.no once ready.

Supplement with free tools from day one

Use NorskPluss (norskplus.no) daily for structured self-study — free, no account needed. Attend a Språkkafé weekly for conversation practice. Duolingo Norwegian is useful for vocabulary but insufficient alone.

If eligible, engage fully with introduksjonsprogrammet

The two-year programme combines Norwegian classes with work placement (arbeidspraksis) and is run by your municipality in cooperation with NAV. Contact IMDi at imdi.no or your municipality for enrolment. The stipend is around 230,000 kr/year but is reduced if you miss sessions.

Plan your norskprøve exam and citizenship timeline

Book the norskprøve at norskproven.no well in advance — popular exam dates fill up. Results take 4–6 weeks. For citizenship, you also need a clean criminal record, continuous residency of 7 years (3 with Norwegian spouse), and no outstanding state debt. Start gathering documents 6 months before applying at udi.no.
