Practical Steps

Register your address in folkeregisteret

You must have a Norwegian residential address registered before applying. Do this at your local Skatteetaten office or online at skatteetaten.no. Without this, Statens vegvesen cannot process your application.

Check your country's status at vegvesen.no

Go to vegvesen.no and search "bytte førerkort" to see the full country list. EU/EEA = direct exchange within 3 months. Countries like the USA, Canada, Australia, and Japan have bilateral agreements. India, Pakistan, Nepal, and the Philippines require full retesting.

Book a time at your nearest trafikkstasjon

Book online at vegvesen.no or call 22 07 30 00. Bring: passport, residence permit, proof of registered address, and your original foreign license. The exchange fee is around 400 kr for EU/EEA. For non-EU, book the teoriprøve separately (590 kr).

Pass the teoriprøve (non-EU immigrants)

Study using the official theory book (Veien til førerkortet) and the vegvesen.no practice tests. The test is 85 questions; you need 84 correct. Available in English and other languages. Practice until you consistently score 85/85.

This is a separate video-based module testing your ability to spot hazards. Included in the test booking at trafikkstasjonen with no separate fee.
