Key Terms Glossary
A formal administrative decision with legal force.
You can always appeal a vedtak within the deadline stated in the letter. The word "klage" means to appeal.
Annual property tax levied by municipalities.
Not all Norwegian municipalities charge this. Oslo does. Check Oslo kommune's website for the current rate and bunnfradrag.
Tax-free deduction applied to primary residences before calculating property tax.
Oslo's bunnfradrag is 4,700,000 kr per 2025. Properties assessed below this pay no property tax.
Per thousand — the unit used for Norwegian property tax rates.
7‰ = 0.7%. So on a taxable base of 1,000,000 kr, you would pay 7,000 kr in property tax.
The right to appeal — a fundamental right in Norwegian administrative law.
Every administrative decision (vedtak) must inform you of your klagerett and the deadline. Always read the appeal section.
What To Do Now
- 1Check whether you actually OWE tax or if the bunnfradrag covers your assessed value (as in this example).
- 2If you do owe tax, note the payment deadline — it is usually paid in two instalments.
- 3Check the assessed value (takst) against similar properties nearby on finn.no or eiendomsverdi.no.
- 4If you think the assessment is wrong, submit a written appeal to Oslo kommune within 6 weeks.
- 5Renters: this tax is paid by the property owner, not you — but some landlords pass it on via higher rent.
